I am not really all that educated regarding the rights of citizens in Guwahati, India--I can't say if your average Indian person is conceptualized as a citizen at all. And, I read the story and watched the slideshow, and never got the impression that anyone was keeping the animal as a pet...didn't look like anyone was "playing" with kitty to cause such a mess.
